(With SWZ article) Over the past few years, the Dutch flag state has worked on formalising regulations for exisiting and new Dutch cargo vessels that allow these ships, under certain conditions, to sail without hatches on the cargo hold or as it is called, with an open top.
The maritime industry, including the Royal Association of Netherlands Shipowners (KVNR) and Netherlands Maritime Technology (NMT), has been consulted for this so-called open top notation.
In an article in SWZ|Maritime's July/August issue, Niels van de Minkelis, consultant at the KVNR, and Arnold de Bruijn, Sector Manager at NMT, explain just what these new regulations entail and how they came to be.
